Always on Top is a very simple, useful, and portable app created by the guys at Digital Inspiration. It does exactly what the name says, by using a keyboard shortcut (CTRL+Space Bar) you can set a window to be on top of all others. You can set as many windows as you want, and those windows will be able to switch from top and behind while remaining on top of all the ones behind.
You can’t change the keyboard shortcut, BTW. And it doesn’t offer that many options either, but at least you can see the program running in the tray area.
FYI, the program may be recognize by some anti-virus as a virus, but it’s safe, don’t worry. Here’s a VirusTotal analysis.
